The United Kingdom is set to progress with using the total value of frozen Russia's funds to bolster the Ukrainian war effort, PM Sir Keir Starmer has announced.

In a shared declaration, the heads of state of the Britain, France, and the Federal Republic of Germany emphasized that this coordinated action would escalate tension on Russian President Vladimir Putin and urge Moscow to participate in talks.

They clarified that the move would be implemented in close cooperation with the US.

UK penalties have frozen in excess of £25bn of Russian funds since Russia began its comprehensive attack against Ukraine in 2022. But, until now, resources provided to the Ukrainian government using Russia's holdings had only been taken from gains and dividends generated on them.

Sir Keir informed Ukrainian President Volodymyr Zelensky that the United Kingdom, France, and the Federal Republic of Germany were in agreement in their desire to push forward toward utilizing the complete amount of the frozen Moscow's national holdings to end the war.

He stated that additional sanctions soon would increase the strain on the Russian government.

This statement comes after EU representatives met in Copenhagen previously to discuss using seized Russia's holdings for a €140 billion loan to Ukraine.

Last month, US President Donald Trump called on international partners to seize or employ frozen Russian holdings, as reported by reports.

The value of seized Russian funds in the European Union is estimated to be almost €211bn.

Moscow carried out widespread aerial attacks across Ukraine on recently, resulting in electricity outages in large parts of the capital city, the city, and eight other regions.

A pair of individuals were killed and no fewer than 20 people were hurt in the assault, authorities in Ukraine reported.

In a message on X subsequent to the incident, Zelensky commented that the strategic strike aimed at public and utility structures.

"What is required is not mere statements but decisive action - from the United States, EU, and the Group of Seven - in delivering anti-aircraft weapons and applying penalties," he wrote.

"Every sanction decision weakens Russia's war machine," Zelensky noted, in a separate post.

Also on Friday, Zelensky told media outlets he would encourage Sir Keir to participate in the weapons procurement program, under which Nato countries acquire military equipment from the United States to donate to Ukraine.

While applauding the United Kingdom's consistent assistance for Ukraine, he noted it should indicate firmly that it would engage in the system, as well as enforce additional sanctions on Moscow.
