The United Kingdom and France to Deploy Forces to Ukraine in the event that a Ceasefire Accord is Reached

Placeholder Diplomatic Meeting

The British and French governments have inked a declaration of intent concerning the deployment of armed personnel in Ukraine in the event a peace deal be concluded with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

Subsequent to talks with Ukraine's allies in Paris, he indicated that the allies would "set up military hubs across Ukraine and erect fortified facilities for arms and military equipment" to discourage any subsequent invasion.

The coalition members also put forward that the United States would assume leadership in monitoring a truce.

The Kremlin has on multiple occasions stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet commented on this recent declaration.

Background and Continuing Conflict

Russian President Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Russian forces presently occupies about 20% of the country's land.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," commented Starmer.

Heads of state and top officials from the "Coalition of the Willing" took part in Tuesday's talks.

He stated at a combined announcement, Starmer further said: "It paves the way for the juridical structure under which allied and coalition forces could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The British leader also stated that Britain would take part in any American-headed confirmation of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Lead US negotiator Steve Witkoff stated that "durable defense assurances and substantial reconstruction vows are vital to a permanent resolution" in Ukraine – alluding to a major condition made by the Ukrainian government.

The negotiator said the partner nations had "largely finished" their work on agreeing such assurances "to ensure the Ukrainian people know that when this conflict ends, it ends permanently."

The former US envoy, US President Donald Trump's representative, also was involved in the discussions.

Separately, France's leader Emmanuel Macron declared that Ukraine's supporters had made "considerable headway" at the negotiations.

He added that "robust" security guarantees for the Ukrainian government had been settled upon in the case of a potential truce.

President Volodymyr Zelensky said that a "major advance" had been made in the negotiations, but cautioned that he would only view efforts to be "enough" if they led to the conclusion of the conflict.

Earlier, the Ukrainian leader suggested a settlement was "largely prepared". Settling the outstanding 10% would "determine the outcome of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the heart of ongoing disputes for diplomats.
  • Putin has repeatedly warned that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will occupy it, dismissing any middle ground over how to end the war.
  • Zelensky has so far rejected giving up any territory, but has floated the idea that Ukraine could move its troops to an mutually accepted point – but only if Russia does the same.

Moscow currently occupies about 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The two regions form the heartland of Donbas.

The earlier US-led multi-point proposal that was extensively reported to the media last year was perceived by Kyiv and its EU supporters as being disproportionately favorable in Moscow's direction.

This triggered weeks of intensive discussions – with the involved parties trying to adjust the document.

The previous month, Ukraine presented the US an updated framework – as well as distinct documents outlining possible defense assurances and arrangements for Ukraine's recovery, Zelensky stated.
